Job Description
Iowa Department of Transportation’s Mission isMaking Lives Better Through Transportation. Shift Requirements: 8:00 a.m. – 4:30 p.m., M-F (Flex Time Available)
Who we are: This position is in the Proposal and Estimating Section in the Contracts and Specifications Bureau. The bureau conducts the lettings for highway projects throughout the state. A letting is a process by which contractors submit sealed bids for projects that are to be constructed. There are twelve lettings each year and each letting has a ten-week schedule. The average size of each letting is 70 proposals totaling about $111 million.
As an Estimator | Engineering Technician Senior (ETS), your duties will include, but are not limited to:
-Reviewing plans submitted for letting to the Contracts and Specifications Bureau from various Iowa DOT offices, cities, counties, and private engineering consultants. This is the last opportunity to find and correct errors, omissions, and discrepancies before plans are advertised.
-Preparing proposals for assigned projects in each of the 12 lettings conducted annually and any
special or emergency lettings. Determine a reasonable contract period for assigned projects so that the construction schedule will ensure completion in a timely and orderly manner.
-Preparing the Department’s official engineer’s estimate for projects to be let, including estimating the unit price of every item of work to be done on a project. After the letting, the low bid is compared with the estimate to check for reasonableness in unit prices and total cost of the project.
-Answering questions about projects advertised for bid and process addenda to advertised contract documents during the advertisement period.
-Assisting in conducting the letting so bids can be received, checked, and read to determine the lowest responsive bid, including reviewing and checking bids to ensure compliance with bidding requirements.
-Analyzing the results of each letting, including total and unit prices, unbalancing, and competition. Participate in discussion with bureau staff to determine final recommendation and award criteria.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited college or university with an associate’s degree in civil engineering or a related field, and experience equal to five years of full-time work in engineering survey, construction inspection, highway design, materials inspection, or materials testing.
2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in civil engineering or a related field equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes twelve months of full-time work as a Construction Technician Senior or Design Technician Specialist, or four years of full-time work as a Construction Technician, Highway Technician Senior, Engineering Operations Technician, or Design Technician.

Additional Qualification Requirements
+ Designated positions in this class require possession of a valid Commercial Learner’s Permit upon hire. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver’s License with the required endorsements and applicable restrictions must be obtained and subsequently maintained in order to continue employment.
+ If a CDL is not required, designated positions in this class are required to have and maintain a minimum of a valid Class C Non-Commercial Operator’s License.
+ In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer’s random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
+ Prior to starting employment, persons in designated positions are required to have a post offer, pre-employment physical verifying the physical ability to perform the duties described.
+ Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
+ Employees in designated positions must be able to work up to 16 consecutive hours.
