The Systems Planning Bureau is seeking a Transportation Planner to join their Planning Team as theStatewide Planning Coordinatorand help solve some of our greatest mobility challenges. This small but impactful team has the exciting task of planning for the future of Iowa’s transportation system, and this position has a critical role in statewide planning activities, supporting the Iowa DOT’s emphasis on mobility and our mission Making Lives Better Through Transportation .

To accomplish our Mission, the person selected for this position will demonstrate actions and behaviors guided by the Iowa Department of Transportation’s five CORE values:Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception.

Location: Ames, Iowa

Shift:Days, Monday through Friday, 8:00 am – 4:30 pm with flextime and telework available. Overnight travel is not regularly required.

What you’ll do:

As theStatewide Planning Coordinatoryour responsibilities will include managing the development and implementation of the State Transportation Plan, an important strategic document providing the long-range vision, policies, and decision-making framework to guide investments in Iowa’s transportation system. You will also be supporting the development of other system and modal transportation plans and implementation of new federal or state planning requirements.

Statewide planning duties include:

+ Managing the periodic update to the State Transportation Plan which covers all modes of transportation in the state, for both people and goods, and provides the foundational framework to help guide Iowa Department of Transportation policies, objectives, and investments across modes. This involves working with the Planning Team to develop the planning process, coordinate the collection and analysis of data, gather input from other stakeholders and the public, inform investment priorities, and prepare content. This also includes managing, on an ongoing basis, associated implementation activities for the plan.

+ Managing the implementation of new planning requirements in current and future federal transportation authorizations.

+ Supporting the Planning Team with the development, coordination, and review of various modal and specialized long range transportation planning documents while ensuring consistency with the State Transportation Plan.

+ Supporting the Metropolitan and Regional Planning Coordinator on the Planning Team with transportation planning process oversight for Iowa’s Metropolitan Planning Organizations (MPOs) and Regional Planning Affiliations (RPAs) as it relates to their transportation planning responsibilities and long-range transportation plans.

+ Assisting in the review and comment on a variety of statewide transportation planning issues, including policy issues, proposed state and federal legislation, draft plans and reports, special projects, and various communications and educational initiatives.

Responsibilities will require presentations and discussions regarding transportation planning issues with internal departmental offices, state and federal agencies, and a variety of other stakeholders. This position will require excellent oral and written communication skills, as well as time management skills.

Graduation from an accredited four-year college with a planning or closely related degree is preferred, such as degrees in transportation planning, community development planning, regional planning, urban planning, civil/transportation/traffic engineering, environmental engineering, finance, business administration, supply chain management, data science, geography, economics, mathematics, or aviation (technology, management, or flight operations).

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

+ Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time work in professional transportation planning*/engineering.

+ Licensure as a professional engineer by the Iowa Engineering & Land Surveying Examining Board.

+ Current, continuous experience in the state executive branch that includes three years of full-time work as a Transportation Planner 1.

* “Transportation planning” includes preparing planning contracts and grants; managing planning grant application submittals and project development; preparing functional classification appeals; developing travel demand models and traffic forecasts; creating cartographic representations and data collection applications; analyzing transportation data, project plans, and reports to identify problems; developing portions of statewide transportation plans; or conducting/coordinating transportation research projects.
